Bill is from Newfoundland and has worked in the UK for more than 20 years. He joined the Observatory in 2011, shortly after it became part of the i-graduate family. Prior to this, Bill was a founding member of the UK HE International Unit in London. From 2000 to 2007, he worked at the Canadian High Commission in London, first as a political analyst on UK devolution and then as Head of Academic Relations. In the 1990s he taught politics at the University of Hull. Bill's PhD, from Edinburgh University, was a greenish analysis of economic development policies in Newfoundland, and he gave up trying to get it published years ago.
Bill's wife Neena is from near Delhi and their two young children sound like neither of them. Bill is fond of expensive white burgundy but settles for ones he can afford. He likes reading, cycling and being in India.
