Richard Garrett

Director, The OBHE


Richard is Director of the Observatory on Borderless Higher Education. He is based in Boston, Massachusetts.

Previously, Richard was Vice-President and Principal Analyst at Eduventures, Inc., a Boston-based research and consulting firm specialising in higher education. Richard led Eduventures Online Higher Education Learning Collaborative (OHE-LC), a membership program for universities and colleges seeking to grow their online enrollment and enhance their operations. Richard also headed up a wide range of online strategy consulting engagements with universities and colleges across the United States.  

Richard has more than 17 years' experience researching higher education trends worldwide, particularly online learning, non-traditional students, internationalisation, and commercial activity. Richard has published a wide-range of reports on these topics, including Eduventures flagship Online Higher Education Market Updates and E-Learning: Where are we now? (a book commissioned by the OECD).

Prior to joining Eduventures in 2005, Richard was Deputy Director of the Observatory on Borderless Higher Education in the United Kingdom. The Observatory, co-founded by Richard in 2001, tracks global developments in higher education concerning new technology, cross-border delivery and nontraditional schools. The Observatory is now part of i-graduate and Tribal Group. Richard has also worked as a researcher in the School of Education at the University of Surrey and at the Quality Assurance Agency for Higher Education, both in the United Kingdom.

Richard earned both a B.A. and an M.A. from King’s College, University of London, as well as a Post-Graduate Certificate of Education from the University of Cambridge.
